REGISTRATION FOR PVC Ends on August 17, 2018 (for 2019 elections).  You can't register after that. Your permanent voters card is your right to vote, ensure you exercise your right. Go to your local government headquarters or INEC offices to register for your permanent voters card.
When you hear a call and you choose not to answer, what reason do you give to justify your silence? you're right, for whatever justification you choose, you think you have that legitimate reason.
